When Roy Richards, Sr. founded a wire and cable manufacturing business to help bring electricity to rural Carroll County, he had a particular customer in mind.
Fresh out of the U.S. Army, Richards sought to run power lines to his grandmother’s home. Getting the lines there was no problem. Richards owned a construction company that erected poles and ran wire for utilities. At the same time, funding from the U.S. Rural Electrification Administration (REA) was bringing the promise and convenience of electricity to much of the South.
The trouble was finding enough wire to carry current to rural areas. During a conversation with a wire manufacturer, Richards learned that it would be three years before the company could deliver wire to western Georgia. A company representative asked why Richards was in such a hurry, joking that farms in the area had operated for hundreds of years without power.
Richards’ stern reply brought his vision into clear focus.
“My grandmother is 85 years old, and she has never had the pleasure of sitting under an electric light in her own house,” he told the manufacturer. “She’s seen it two times she’s been to Atlanta, but she’s never had it.”
That pivotal moment marks the start of Southwire Company, LLC which has grown into one of the world’s leading wire and cable manufacturers.

In 1949, a visionary group of physicians and community leaders came together to establish Tanner Memorial Hospital. The hospital was named in memory of the late wife and the late mother of Carrollton businessman C.M. Tanner, who gave $75,000 towards the hospital’s construction.The remaining funds to build the hospital were raised by the community (Roy Richards Sr) and through the federal Hill-Burton Act. While Tanner Memorial Hospital was the first in the state to be constructed with Hill-Burton funds, other regional hospitals – including Villa Rica City Hospital and Higgins General Hospital – would also receive federal funds through the Hill-Burton Act.
ROY Richards being the "money man" became the first chairman of the hospital board, and he controlled the hospital and its finances, he started taking money from the hospital and not providing adequately for patient care. He also used his position to cover up LEAD POISONING. The trouble at the hospital was compelling but when discovered by Dr Jack Birge that his patients and other employees of the town "ruler" (Mr Roy Richards SR) were being poisoned with lead, causing 3 deaths he had to act, by exposing to the public and beyond the local community what was going on.
Dr Jack Birge who received his training from Johns Hopkins moved in the 1960s with his family to Carroll County, Georgia, where he started practice at Tanner Memorial Hospital in the county seat of Carrollton. The head of the medical board at the hospital, Roy Richards, was also the head of Southwire Wire and Cable Manufacturing Plant, the largest employer in the county. Jack quickly realized that something was fishy about the management of the hospital by the board that was resulting in shoddy construction that threatened patient care. He also realized that there were a large number of unexplained deaths amongst the workers at Southwire. When he started to speak out he was pressured by administrators at the hospital, and the local city and judicial system to keep quiet. According to his book, Murder Without Death, the police framed his son, Edwin Birge, a pre-med student at the local college, by planting a large amount of marijuana in his house, and then had him put in jail. They then framed Jack for supposedly paying to have part of the police file of his son stolen. Soon Jack was in jail giving out medical advice from behind bars.Eventually with the help of legendary Georgia attorney Bobby Lee Cook he was able to get he and his son out of jail and exonerated of the charges.
With the help of the CDC he was able to show that there were toxic levels of lead at Southwire that were leading to worker deaths that were swept under the carpet. Roy Richards fled to the United Arab Emirates where he died beyond the reach of federal prosecution. Several members of the Carroll County police and Georgia Bureau of Investigation lost their jobs.

Southwire has close ties to Gingrich. Roy Richards, and its president, James Richards, donated more than $18,000 to Gingrich's campaigns for Congress in he 70's during his last ten years. According to the Los Angeles Times, James Richards also donated 80,200 to GOPAC.
In 1979, Southwire emitted a large quantity of toxic wastes. It needed a site near Carrollton to send its toxic wastes. Otherwise, it would have to transport the waste out of state to South Carolina or Alabama. During the 1980 congressional campaign, Gingrich's Democratic opponent challenged him on his support for the toxic waste plant. But Gingrich denied any responsibility for working to allow Southwire to keep its toxic waste site nearby.
In 1991, Gaston Copper paid another company, Hy-Tex Marketing Incorporated in South Carolina $45,000 to take 1,000 tons of hazardous waste off its hands. The waste was comprised of cadmium- and lead-contaminated dust from Gaston's copper recycling facility. According to Greenpeace, Hy- Tex then sold the waste to Stoller Chemical which used it as an additive for fertilizer. Stoller labeled the fertilizer "zinc oxy-sulfate fertilizer" and exported it from Charleston, South Carolina to Bangladesh for use on rice fields. Investigators from Greenpeace and the Bangladesh environmental group UBINIG confirmed that the government had distributed bags of the tainted fertilizer to farmers throughout the country before learning the true nature of the fertilizer. According to Greenpeace, the Bangladesh government carried out an extensive investigation into the incident and found that the toxic fertilizer "poses a serious danger to people and the environment." A government team of investigators recommended that there be no fishing or farming activities for the next five years around the farms that have used the South Carolina toxic fertilizer. Approximately 3,000 tons of waste remains in Bangladesh, waiting to be shipped back to the United States. A plant manager for Stoller was convicted of environmental crimes and sentenced to five months in prison, and a representative of Hy-Tex was sentenced to six months of home confinement. The plea bargain between the United States attorney in South Carolina and Gaston designated that part of the $600,000 fine could be used to return the waste to the U.S. if Gaston and Southwire wanted to assume responsibility for it.
In November 1992, Southwire and Gaston Copper Recycling Corporation, a Southwire subsidiary based in South Carolina, pled guilty to federal environmental crimes. The companies pled to "knowing failure to report the distribution of hazardous waste from baghouse filters." That hazardous waste ended up being mixed with fertilizer and illegally exported to Bangladesh.
A year later, Southwire was sentenced to a fine of $190,000 and to two years probation. The company was also required to conduct an extensive environmental compliance audit and to satisfy any outstanding environmental compliance orders. Gaston Copper was sentenced to a fine of $600,000, to the payment of $200,000 restitution to the State of South Carolina and to probation for two years. Gaston was also ordered to take out full page advertisements in South Carolina's major newspapers apologizing for the crimes. According to the plea agreement, the advertisements were to read, in part, "Warning: If you violate environmental laws, you will pay the price. Believe us, we know. ... We offer our apology. We have paid a heavy price, one million dollars in penalties and restitution to the United States and the State of South Carolina. ... Individuals and businesses should be forewarned that there are extreme consequences for violating environmental laws in South Carolina. ... We hope the people of South Carolina accept our apology."
In 1995, the Atlanta Constitution reported that "industrial waste from Southwire, which was used by a Carroll County school for erosion control in the 1970s, was found to be tainted with lead levels up to 13 times government-recognized safe levels." The Atlantic Constitution reported that state officials urged all l,183 students at Oak Mountain Academy in Carrollton to be tested for lead in their blood. But Gingrich's office never returned the calls.
